Burning Eye Lids

On July 18 I ordered sku 951408040- PM cashmere on point tint 4ml/0.13 oz, liquid eye shadow. Today I wore it for the first time. I was at a restaurant and my eyelids began burning! It was awful. I did see a previous review where another person also mentioned this, but stupidly I still ordered it. Why is this still on the market?
